Ecuador has several mechanisms for accessing free or low-cost legal assistance. Understanding who to contact in a legal situation is important for both Ecuadorian residents and foreign nationals.
Defensoría del Pueblo
The Defensoría del Pueblo (Ombudsman's Office) protects constitutional rights and provides assistance for human rights and public service complaints. They:
- Receive complaints about government agencies and public services
- Can intervene on behalf of citizens experiencing rights violations
- Offer mediation services
- Are accessible by phone, in person, or online (dpe.gob.ec)

Defensoría Pública
The Defensoría Pública provides free legal defense primarily in criminal cases for those who cannot afford a private lawyer. If you are accused of a crime in Ecuador and cannot afford representation, the Defensoría Pública must be appointed to defend you.
Finding a Private Lawyer
For civil matters (property disputes, contracts, immigration, family law), a private attorney (abogado) is typically required. Ecuador's Bar Association (Foro de Abogados) registers practicing attorneys.

Small Claims

Consumer Protection
The Defensoría del Consumidor (through the Superintendencia de Control del Poder de Mercado) handles consumer rights complaints. For issues with businesses overcharging or providing defective services, this office can intervene.
Embassies and Consulates
Foreign nationals in legal trouble should contact their embassy or consulate immediately. The nearest major consulates are in Guayaquil. The embassy/consulate can provide a list of local lawyers who work with their nationals.
