Julio Moreno is the seat of SimĂłn BolĂvar parish, in the dry hills east of Santa Elena city. The parish's comunas are Bellavista del Cerro, Juntas del PacĂfico, Limoncito, La Barranca, SacachĂșn and Sube y Baja.
