The Registro Civil, Identificación y Cedulación is Ecuador's civil registry authority — the institution responsible for issuing cédulas de identidad (national ID cards), recording births, deaths, and marriages, and managing nationality documentation. For residents and expats on the Santa Elena Peninsula, the Registro Civil is a regularly needed institution.
What the Registro Civil Does
- Issues and renews cédulas de ciudadanía (Ecuadorian citizens) and cédulas de extranjería (foreign residents with approved immigration status)
- Records births (inscripción de nacimiento) — mandatory for all births in Ecuador
- Records deaths (defunción) — required for legal and inheritance processes

Getting a Cédula de Extranjería (Foreign Residents)
After your residency visa has been approved by the Ministerio de Relaciones Exteriores, you must register at the Registro Civil to obtain your cédula de extranjería — your Ecuadorian foreign resident ID card. This cédula is what most Ecuadorian institutions (banks, hospitals, utilities) require as proof of your identity and legal status.
Steps:
- Have your visa stamped/approved by Cancillería
- Attend the Registro Civil in person with your passport, visa documentation, and photos
- Provide biometric data (fingerprints, photo)
- Pay the fee and collect your cédula (same day or within a few days depending on office)

Renewing Your Cédula
Cédulas have expiration dates. Both citizen and foreign-resident cédulas must be renewed periodically. Bring your old cédula, proof of current address, and the renewal fee.
Birth Certificates and Vital Records
If you need a certified copy of an Ecuadorian birth certificate, death certificate, or marriage record, the Registro Civil is where you obtain it. These documents are sometimes needed for inheritance, school enrollment, and visa applications.

Appointments vs. Walk-in
Some services at the Registro Civil require prior appointments, made through the online system (turno.registrocivil.gob.ec). Walk-in service is available for urgent matters, but queues can be very long — arriving early in the morning (before 8 AM) is strongly recommended.
Costs
Fees are set nationally and are generally modest — cédula issuance/renewal is typically under $20 USD. Certified copies of records are also inexpensive. Check the current fee schedule on the official website.
